The Minnesota Army National Guard (MNARNG) needed an in-depth training course as well as reference material for their new special duty appointment, defined as Environmental Compliance Officer (ECO). An ECO is a soldier within a Unit that must manage environmental safety, compliance, and sustainability while conducting exercises on the 53,000 acre training facility at Camp Ripley. New materials needed to be created since an ECO’s duties differ significantly from existing compliance officer training that only covers compliance within shops and facilities.

EM-Assist listened to the client and learned that an ECO must engage in an extensive amount of contingency planning before each mission. EM-Assist studied plans and operating procedures already in place, helped improve these, and shaped a set of special risk-assessment checklists for use in the course. The checklists also serve as standalone aids for ECOs to refer to during the mission.
The course is highly interactive and is character and scenario driven. It prepares the ECO for duty through a lively demonstration of each and every task on the checklist. There is also a special module dedicated to helping the ECO prepare the environmental section of their Unit’s Standard Operating Procedure (SOP) which must be submitted in advance of each mission. The course is deployed from the MNARNG’s Learning Management System (LMS) and is also available on CD-ROM. The ECO can go back at any time to reference the learning objects in the course, and can reference (and even alter) checklists, the SOP, and other reference material as they prepare for each mission.
